Step One:
Contact an ST on #Resurgence:OOC on the DarkMyst Servers of IRC. Discuss your concept in brief. Some concepts will not be approved. This will be discussed in a separate thread. That ST will take you into our dice room for 2 rolls. The first, which is 1d4 (or 1d5 if there is an elder slot available). This will determine the number of points you are permitted to spend in the Generation background, that is, it determines your Generation cap. The second roll will take the result of the first and roll that number of d20s for a number of after-base points to spend.
For example: Rob discusses with the ST, a concept for a high society Toreador. The ST gives a preliminary approval of the concept and initiates the rolls. The first roll on the 1d4 is a 3, which means that Rob's Toreador can be a minimum of 10th Generation. He then rolls 3d20, which result in a 12, 19, 8, which equals 39 points that he can spend on his character beyond the base.
NOTE: NO ONE GETS "STUCK" AT 13th GEN. HOWEVER, YOU MAY VOLUNTARILY TURN IN A MAXIMUM OF 2 GENERATIONS FOR AN ADDITIONAL d10 OF CHARACTER POINTS AT ST DISCRETION.

Write your background before you begin statting your character. This will give you a broad base from which to build. If Rob's character proves to be an obnoxious prick in background, he may want to make sure to take the Negative Social "Obnoxious". Well written Characters are often easier to build in stats. We highly recommend that you write the background in Word or Word Pad or another word processing program first.
If you aren't good at writing narrative, or are having trouble, you can simply write a bulleted timeline with significant dates like birth, embrace, relocation, etc.
Step Three:
Build the Character in Puppet Prince. Our Chronicle can be found at www.puppetprince.com/chronicles/777-resurgent Join the Chronicle and create your character according to the creation rules set out in Laws of the Night: Revised. If you need help, ask an ST and one of us will help or assign an experienced player to help you.
When you're done, paste the text of your background in the Journal section of your sheet. You will be using this a lot as this is where you will submit downtime actions and write journal entries for extra XP.

He or she will award additional XP for your background that you may spend right away. You will be notified of things that need to be changed on your sheet, any errors, questions that we may have, etc. At this point, your character is approved for Soft RP, meaning that you may not initiate any actions, but you may enter play for social interaction. Once all errors, changes, and additional XP are resolved, we will let you know that you are approved for full play.
